His research on employer-paid parking led to California and Federal legislation to encourage cashing out employer-paid parking. His research in public finance led to California's deferred assessment legislation that enables cities to finance public infrastructure investments in older neighborhoods. His book on The High Cost of Free Parking was published by the American Planning Association in 2005.
